I don't get it. People say "I'm sorry" when they have nothing to do with it!

I think when you say sorry to someone, even though you didn't do anything, its just showing that you are sympathizing with them.

I hate it when people say "oh, I'm sorry" to me. I also hate to say it unless I did something that requires an apology.
I guess it's like, "oh my gosh I'm wasting words," ... I don't know. maybe I'm just apathetic.
